The Federation is vast, diverse, and technologically extraordinary — but where civilization advances, so do the criminals who learn to exploit it. In a galaxy filled with radically different species, minds, technologies, and moral frameworks, some crimes fall outside the jurisdiction or expertise of local security forces. Others are too sensitive, too politically volatile, or too scientifically dangerous to be handled in the open.
For cases like these, the Federation Security Agency created a specialist operations unit: the Shadow Initiative.
The Shadow Initiative operates under the FSA Criminal Task Force, a federal investigative arm with authority across Federation space and limited reach into treaty zones. Unlike standard field agents, Shadow Initiative personnel are trained to handle the kinds of threats the Federation publicly denies exist: quiet wars fought in laboratories, empty star systems, and diplomatic back rooms, where evidence disappears, witnesses forget, and justice must move in shadows.

Our Rating Defined
With nothing against Star Trek: Picard and Star Trek: Discovery, events introduced in either series are not recognized here. We've incorporated some book canon into our version of the Star Trek Universe. Credit's been given.
